    Based on peer feedback:
    - Compare privilege credentials as sets, not levels.
    - Send privilege credentials as a ctl message at startup.
    - Send startup ctl messages (tzinfo, relocations, privilege_credentials)
      on the same control channel. Ensure channel is closed properly on error.
