The kbuild ARCH bits made it practical for kernel-space, but the userspace
cross-arch-cross-compilation problem is too hard.

Now tested and committed as 4569f6b.

#5 still needs consideration though.

This patch may be all that's needed for #3 and #4, but I don't have a
cross-compiling environment to test it on...
