We need stapdyn to set SDT semaphores for those probes to work correctly.  This
is already done as a proof-of-concept in dynsdt with a oneTimeCode to increment
the short at that address.  We can do the same in stapdyn, but we do need to
change tapsets.cxx to output a *file* offset rather than from the load base.
