Log message:
Eliminate more compiler warnings.
* unit.h (ActionDefn dofn, checkfn): Remove fields.
* actions.c (execute_action): Dispatch on action type directly,
instead of using checkfn and dofn fields.
* actions.c, init.c, task.c: Remove unused vars.
* game.h, skelconq.c, unit.h: Convert to pure standard C
* kernel.h: Move decls of attack_can_damage_or_capture, etc.
* misc.h: Remove decl of getenv.
* obstack.h, obstack.c: Prototype fn argument of obstack_begin.
* plan.c: Make static vars extern.
(find_closest_unit): Prototype fn argument.
