Log message:
* tkconq.tcl (any_elev_variation, any_temp_variation,
any_wind_variation, any_clouds): New tcl globals.
(popup_design_palette): Use them to decide button activation,
also permanently disable material painting.
(make_terrain_paint_frame): Increase size of samples.
* tkinit.c (init_display): Set new tcl globals.
