hi,
it sometimes happens that a city stops functioning in the sense that it
creates units with 0 ammo and 0 fuel and also fails to resupply units parked
there. i have lost several games when a key city, filled to overflowing with
units stops functioning. is there a way to wake up the units and shift them
to another city?
