I have checked in most of the new resupply code now. There are several
changes, but the most important one is that the resupply code now uses
inlenghts and outlenghts correctly, both at the planning and execution
stage. A unit that needs supplies will therefore move to the closest cell
from which in can be resupplied at a distance, if this is possible in the
game.
