I believe this means that you (or a higher-level Makefile) must have run
"make all" under the cgen/ directory before running cgen itself to
generate simulator parts.
Actually, I suspect that this requirement is entirely artificial,
and should be eliminated.

You're right. There are a few places where client Makefiles check for
"stamp-cgen" to make sure that the cgen Makefile has been run. I can
eliminate those, however are you sure that none of the convenience
targets in cgen/Makefile.am are needed?
