* Error starting sshd: "Win32 error 1069"

I'm having trouble starting sshd on a host running Windows Server 2003, 
SP1.  It was working several days ago, and then stopped for no reason 
that I can determine.

I tried starting the service by hand, and got:

$ cygrunsrv.exe -S sshd
cygrunsrv: Error starting a service: QueryServiceStatus: Win32 error 1062:
The service has not been started.

I tried removing the service definition with "cygrunsrv -R sshd" and 
running "ssh-host-config -y" again, and now the error has changed.  Now 
I get:

$ cygrunsrv.exe -S sshd
cygrunsrv: Error starting a service: StartService: Win32 error 1069:
The service did not start due to a logon failure.

Permissions on /var/emtpy look correct, it's owned by "sshd_server", 
group "Administrators".  The system is a member of an AD domain; the 
"sshd_server" account is part of the domain.

cygcheck's output is attached.  What can I do to troubleshoot the 
problem further?

Did also you check the permissions and ownership of /etc/ssh*,
/var/log/lastlog, and /var/log/sshd.log?

It may be instructive to run this command to see what rights the
sshd_server has:
  editrights -l -u sshd_server

Once you get this fixed, you may have sporadic problems starting sshd
when rebooting.  To fix them, make sure that the Netlogon service has
started before starting the sshd service. Edit the registry and add
Netlogon to the DependOnService value in the
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\sshd key.  In
short, you are ensuring that the system can talk to the domain
controller before it tries to start sshd.

Did you try:
net helpmsg 1069

This will tell you: The service did not start due to a logon failure.

It may be that the sshd service account password is wrong - or more
likely - the password has expired.  Have a look in the security log of
the machine, and you should see a failure audit.

Check in lusrmgr.msc for the sshd user account and check that the
password is set to never expire, and that it hasn't been
disabled/locked out.

The error in question is a kernel error.  User applications like Cygwin
don't cause this, they may just trigger them by chance.

Here I found the fix which works for me 
Method 1: Run Memory diagnostics
The Memory diagnostic tool will check and fix any issues with the computer’s
memory. You can refer these steps to run this tool.
a)      Press Windows key +X, select Control panel
b)      Change the view by option on the top right to Large icons
c)       Click on Administrative tools and select “Windows memory
diagnostic” and follow the prompts.
Method 2: Update BIOS and chipset drivers
This issue could also be caused due to outdated Basic Input Output system
(BIOS) or chipset drivers. I would suggest you to visit the manufacturer’s
website to download and install the latest BIOS and chipset drivers.
Method 3: Automatic repair
If you are unable to boot the computer, then I would suggest you to perform
an Automatic repair. The Automatic repair can detect and fix the issues that
prevent the computer from starting normally. You will need the Windows 8
disc to perform an Automatic repair. Refer these steps:
a)      When your computer starts, wait for the manufacturer logo to check
the option for boot menu, it will usually be F12.
b)      Restart the computer, keep pressing the Boot menu option key to
enter the boot menu and change the boot option to CD\DVD ROM
c)       After you boot your computer using Windows DVD or System Repair
Disc, a black screen appears with gray text "Press any key to boot from CD
or DVD". Press any key.
d)       Select the correct time and Keyboard type.
e)       Click Repair your computer in the lower left corner
f)       Click on Troubleshooting, advanced option and then click Automatic
repair.
