If upgrading, I assume that the automatic upgrade from cvs-1.12.13-10 to 1.11.23-2 is not working. In the past the upgrade was managed manually https://sourceware.org/ml/cygwin-announce/2015-07/msg00054.html Have you tried to uninstall cvs and re-install it ?
