I've seen this message when updating Cygwin the past few times (x86 version.)

How to troubleshoot this, or, what else is needed by the Maintainer(s) to fix?

Are you installing or upgrading CVS ?
If upgrading, I assume that the automatic upgrade from
cvs-1.12.13-10 to 1.11.23-2 is not working.

In the past the upgrade was managed manually

Have you tried to uninstall cvs and re-install it ?

Could you make /var/log/setup.log.full available somewhere?  It might 
contain some clues.
