So, this used to be optimized out during vrp2, but I'm surprised how the ranger
could figure it out.
It is true that foo is never called.  If b is initially <= 0 (that is actually
the case when running the program), then c is 0, f is 1, e is 16, j is 16, j==b
is 0 and so
g(j==b,k) is -1U; if b is initially > 0, then c is -1, f, e and j are 0, j==b
is 0 and so g(j==b,k) is also -1U.
I'm just surprised how GCC 12 ranger or old style VRP could figure that out
though.
Because when it only considers variable ranges, c is ]-1,0], f is [0,1], e and
j are [0,16] or [0,0] U [16,16] but that doesn't imply that b (VARYING) == j is
actually false or true.

Still in GCC 12 we decide to thread jump it based on whether e (h in inlined d)
is 0 or non-0 - h >= 32 is based on ranges clearly always false and as e has
[0, 16] range, h > 0 and h != 0 are the same thing, if h != 0, then d returns
h, otherwise h << 5.  Later on we correctly figure out that if h == 0, then h
<< 5 is 0.  But what I really don't understand how threadfull1 in that case
decided that foo will not be called.

The IL is different in VRP2 between GCC12 and GCC13.  IN GCC 12 I see:

Looking at what ranger calculates for the edge 2->3 based on _6 having to be 0:

It can determine that h_23 is [16,16] and therefore _8 is always false.  and
when you use _8 = [0, 0]  the condition leading to the call can never be true
so it's eliminated.

The code sequence at -Os is quite different coming into VRP2 in GCC13.  It
involves a PHI node and the condition uses _21 == -1  instead of _6 == 0.  
This cahnges what we can evaluate going out, and when we get to valuation of
_8, it sees:

_8 = b.2_1 == iftmp.8_28;

and iftmp.8_28 is evaluated as [0, 0][16, 16][512, 512]

Because 0 hasnt been eliminated, we cant fold the condition.

We do still get this at -O2... just not at -Os.

The key change is that condition:
   _6 = f.5_5 << 4;
    e = _6;
    h_23 = (short int) _6;

    if (_21 == -1)
      goto <bb 3>; [50.00%]
    else
      goto <bb 4>; [50.00%]

On the false edge, we lose the ability to determine that h_23 is [16,16], and
instead, it remains [0,0][16,16]..    that causes us to not be able to
eliminate the branch

and VRP1 turned that 
if (_21 < 0)
into 
if (_21 == -1)

So yes, that was a correct transformation in FRE3, but the side effect is we
lose the ability to look back and determine better ranges for _6 and h_23 as _6
is no longer part of the branch

the last branch could be simplified by VRP, first we fail to replace
it by _18 == 0 which would then fold to _22 == 0 and then further to
the suggested compare.

Note I see -O2 and -O1 optimizing this just fine.  DOM2 threads a jump
here but some differences start earlier already.  It really looks some
phase-ordering bad luck triggers here, mainly triggered by early inlining
differences.

is just `return false;` as _21's range is `[0,4]` but it is only 0 when `b > 0`

And then maybe:
