In bug 18978 it is noticed that using UNDEFINED does not actually produce
entries whose defined weight is equal to their code point. This would be
optimal since all newer Unicode code points would at least be sorted
consistently in a code point ordering.

As a quicker alternative we can in ISO 14651 define all the Unicode code points
between the current standard Unicode 9 and the released Unicode 14 using code
point as the weights, this way we have consistent sorting until bug 18978 is
fixed.

We could also extend the coverage of the weights to represent all unassigned
code points to give code point sorting to allow old glibc to provide at least
some stable sorting until UNDEFINED is fixed. The size of the binary locales
should be reviewed before this is extended too far.
