GSL uses the Gnu Public License (GPL). Therefore, if R-Quant includes GSL 
R-Quant should be GPL-ed too.
I might be missing some important point here, but I think R-Quant licence 
agreement (http://www.smartquant.com/license.html) is not GPL compatible.

Well, R-Quant includes the whole source (actually the whole distribution) of
the GSL. Thus I thought we comply with the requirements. Such distribution is
quite convinient for the end users since they do not need to worry about GSL
download/install.

There are three ways to solve this "problem"

- make a special agreement with GSL/GNU team (such possibility is stated on
GPL pages)
- remove GSL distribution from R-Quant package so that all interested users
can download/install it on
  their own. C++ wrappers will still remain.
- remove GSL completely from R-Quant project.

What's your suggestion?

Anton,
I read the follow-up discussions on the smartquant list about GSL
wrappers in R-quant.  I'm not sure what license these wrappers are
under but if it is the R-quant license then there is a problem.

Any distributed code which refers to GSL functions should be licensed
to the end-user under the GPL.  The intent of the GPL is that we make
our code free to other people if they do the same for us --- two-way
cooperation.  The current R-quant license is not a free software
license so there should not be anything distributed under that license
which directly refers to GSL functions.

  I've looked at your license for R-quant and it allows only
non-commercial use, so that would not be compatible with the license
of the GNU Scientific Library.  

  The relevant parts of the GNU GPL are Sections 2 and 3 (in the
COPYING file included with GSL).  There are also some FAQ entries on
the GNU website which discuss this, e.g.

   http://www.gnu.org/licenses/gpl-faq.html#GPLInProprietarySystem

If you need more specific information feel free to ask, but if you
wanted to use GSL in your product you'd need to change the license to
GPL.
