A little more debugging...

It is the called_from_public_decl check that prevents the fully-defined type
being built. The code change between the two kernel versions seems to have
nothing at all to do with the the two types affected, so perhaps something is
going wrong in this area.

One way to override this and avoid losing definitions is --load-all-types.

This option expensive in processing time and in the size of XML file generated.
The size is less of a problem (as we have a tool to remove all types that
cannot be reached from a symbol or another reachable type) but the processing
time may be. We will look into using this option pending a resolution of the
problem.
