* [PATCH] Use atomic_thread_fence

Replace atomic barriers based on sync primitives with atomic_thread_fence.
Many uses appear suspect and in the future fixing these to use load_acquire
or store_release would be useful.

Passes regress on AArch64 and buildmanyglibc.
