Add cold attribute to throw wrappers and terminate
PR middle-end/109849
* include/bits/c++config (std::__terminate): Mark cold.
* include/bits/functexcept.h: Mark everything as cold.
* libsupc++/exception: Mark terminate and unexpected as cold.
