I'd like to file a bug to the GNU binutils. I think the Sourceware
Bugzilla is the right place. The registration form [1] asks that I
email you to gain access.
What information do I need to provide to create an account?

A bugzilla account has been created for you. You should have gotten an
email about it. You can activate your account through the Forgot/Reset
Password link.
