Partial fix to reduce transport drops

This WIP patch reduced the number of "transport failures" in the run of "make
installcheck" from 57 down to 6.  It also reduced the number of failures in the
syscall.exp tests  However, there still seems to be drops output in the tests. 
When running the syscall.exp testsuite multiple times see the PASS change to
FAIL and vice versa from run to run.  Maybe on shutdown not all the output is
getting flushed out.
