Like bug #29582 (gdb), we need systemtap to react to ^C's when debuginfod
downloads are in progress. For example, try something very slow like:
% stap -L 'module("ac*").function("*")'
and hit ^C. It may or may not interrupt that download, but then proceeds
to the next one. By hitting ^C enough, systemtap's "Too many interrupts
received, exiting" logic eventually fires, aborting the program. It would
be better if that first ^C were immediately interpreted as an interrupt
in whatever part of stap/elfutils is busy with the downloads. This may or
may not require dealing with debuginfod_client level notifier callbacks.
