What does "native Windows build"?
Seems lighttpd is still Cygwin app:
$ ldd /usr/sbin/lighttpd.exe
cygwin1.dll => /usr/bin/cygwin1.dll (0x7ffef6f90000)
$ lighttpd -V
lighttpd/1.4.70 (ssl) - a light and fast webserver

Yes, under Cygwin, lighttpd is built as a Cygwin application.
The release summary for lighttpd is the upstream release summary;
it is not cygwin-specific. lighttpd 1.4.70 can now be built as a native
Windows application, in additional to and separate from being built as a
Cygwin application.
