Judging by the table of contents in your HTML document:

  Table of Contents
  Revised Aims and Objectives
  Progress to date
  Achieved objectives
  Work in Progress
  Revised Gantt Chart
  References

it looks like References occurs at the end of the HTML. I'm still
confused. What's incorrect about the HTML placement?
