hi,
it sometimes happens that a city stops functioning in the sense that it 
creates units with 0 ammo and 0 fuel and also fails to resupply units parked 
there. i have lost several games when a key city, filled to overflowing with 
units stops functioning. is there a way to wake up the units and shift them 
to another city?

it does not stop functioning, it only burnt all available ressources....

just wait for the city to ressuply itself from the sourrounding land or
bring in ressources with other units to resupply the local ones, if the
units still have enough fuel to go to another city use a standing order
to move them....
