I attempted something like this with AWLS, in that
hi-tech units produced more tech points specifically
for researching the next tech (i.e. level-1 Carriers
produced level-2 Carrier tech points).  The problem is
that, if the AI isn't researching Level-2 Carriers,
then the research points just pile up unused.  This
wouldn't be too much of a problem, because they'd
eventually be spent when that tech was researched, but
on top of this comes the lack of a generic tech
source, so now you can only research Level-2 Carriers
with level-2 carrier tech.
