Something seems amiss with the description in fy_DE locale.

title "Sater Frisian and North Frisian Locale for Germany"

However 

West Frisian language is ISO 639-1 lang-fy (and ISO 639-2 lang-fry)
http://en.wikipedia.org/wiki/West_Frisian_language

Saterland (or Eastern) Frisian language is ISO 639-2 lang-frs
http://en.wikipedia.org/wiki/Saterland_Frisian_language

North Frisian language is ISO 639-2 lang-frr
http://en.wikipedia.org/wiki/North_Frisian_language

It does not appear to make sense to use ISO 639-1 lang-fy unless the language
is West Frisian, but the description in the fy_DE locale seems to state
otherwise.

CLDR has only data for fy (Western Frisian) and frr (Northern Frisian):

The weekday names in the glibc fy_NL locale agree with "Western Frisian" in
CLDR (Apart from capitalization of the first letter).

The weekday names in the glibc fy_DE locale are different and do *not* agree
with the "Northern Frisian" in CLDR.

It might be some variant of Northern Frisan, no idea.

I think the best I can do is to make the fy_DE file "Western Frisian" as well.

If somebody wants a "Northern Frisian" locale, frr_DE should be added.

I suspect the restriction of fy to Western Frisian is more recent than the
locale. A culturally German Frisian locale wouldn't be for Western Frisian, I
think.

Yes, I guess as well that a culturally German Frisian locale wouldn’t be for
Western Frisian, but then it wouldn’t have the language code 'fy' either, so we
should probably create a new one like frr_DE maybe. I could not find the day
and month names in the old fy_DE locale anywhere, it does not seem to have been
Sater Frisian and also not one of the North Frisian dialects I found. Maybe
some other dialect of North Frisian.
