This commit adds 'Zfhmin' extension (a subset of 'Zfh' extension,
conversion only half-precision floating point support). In the process
supporting 'Zfhmin' extension, this commit also changes how instructions
are categorized considering 'Zfhmin' extension and upcoming 'Zhinx' and
'Zhinxmin' extensions (half-precision floating point support but will
use generic-purpose registers instead of dedicated registers).
bfd/ChangeLog:
* elfxx-riscv.c (riscv_implicit_subsets): Change implicit
subsets (Zfh->Zicsr is not needed and Zfh->F are replaced with
Zfh->Zfhmin and Zfhmin->F).
(riscv_supported_std_z_ext): Add 'Zfhmin' extension.
(riscv_multi_subset_supports): Rewrite handling for new
instruction classes.
