Why is it not:
(set x (if_then_else (eq_or_ne y (0)) z (0))
(set x (if_then_else (ne y (0)) (0) z)

That seems simpler to expression and is the normal a==0?0:z expression.

Also all canonical forms of RTL should be documented too.
