That's correct. It is only a 32-bit toolchain problem, and likely the
result of gdb/sim assuming they can include *all* the targets and BFD
being a bit more strict about it.

I expect a 64-bit platform won't run into such a problem.

If you --disable-sim, that works. It seems the simulators have some code
in them not ready for --enable-64-bit-bfd.
So, in summary:
* --enable-targets=all without --enable-64-bit-bfd for 32-bit should not
assume 64-bit BFD targets can be included.
* --enable-targets=all --disable-sim --enable-64-bit-bfd works correctly.
