We already have the LICENSES file listing the non-FSF copyright and 
license notices from the source files.  We could add a list of copyright 
holders covered by "The GNU Toolchain Authors" there if desired (but that 
would mean an additional patch review step for DCO patches - make sure 
that the patch contributor, employer or other copyright owner is added to 
that file if not already present and the patch is legally significant).
